In July 2007, MVRPC began a 4-year Regional Land Use Planning initiative. This new initiative is to implement a conceptual land use planning process to develop a shared future land use vision, represented by the conceptual region-based growth framework for the Miami Valley Region.
MVRPC, working with regional stakeholders, will follow a 3-Phase process to identify desired future land use patterns that maximize and/or preserve existing resources in the Miami Valley Region.
- Phase I Existing Condition Assessment: Physical and Non-Physical Condition Evaluation (Estimated time: 18 months)
- Phase II Future Landscape Exploration: Future Land Use Scenario Development and Assessment (Estimated time: 2 years)
- Phase III Building a Clear and Shared Regional Land Use Framework
(Estimated time: 6 months)
Process Proposal

Going Places brochure (

In January 2007, MVRPC Board of Directors endorsed the Regional Land Use Planning Proposal developed by members of the Land Use Committee and staff (See Powerpoint presentation). This proposal outlines an overall approach to a region-based land use planning process that includes major tasks and work elements that are essential for a successful and meaningful outcome.
As part of the community outreach efforts, MVRPC staff has made presentations to various organizations in the Region to share this outlined process. Staff will continue these efforts since this new initiative will only be successful with active participation among various stakeholders in the Miami Valley Region.
If your organization is interested in having MVRPC staff give a presentation, please contact Matthew Martin, Regional Planner at (937) 223-6323 or mmartin@mvrpc.org.
Comprehensive Plan Survey and Content Review
MVRPC conducted the Comprehensive Plan Survey and Content Review (
:355 kb) as part of the existing conditions assessment phase of “Going Places – An Integrated Land Use Vision for the Miami Valley Region.” The main purpose of this survey is to complete the inventory of local plans, and to incorporate local input during Phase I of the planning process. The content review is a summary of the needs, concerns, strengths, and challenges faced by the communities of the Region.
Going Places Steering Committee and Planning Advisory Committee
In order for Going Places: An Integrated Land Use Vision for the Miami Valley Region to be successful, it is necessary to have the involvement of a variety of Regional stakeholders. To this end, MVRPC has formed two committees: a Steering Committee and a Planning Advisory Committee. Committee meeting information is available.
Land Suitability Assessment - Natural Land
MVRPC conducted the Miami Valley Land Suitability Assessment Natural Environment Factors as part of the existing conditions assessment phase of Going Places An Integrated Land Use Vision for the Miami Valley Region. The main purpose of this assessment is to identify locations within the Region that are better suited for physical development than others based on 15 natural environment factors, such as soil, slope, vegetation, and hydrology.
Housing Assessment
MVRPC conducted the Miami Valley Housing Assessment in order to examine the Region’s housing status as part of “Going Places: An Integrated Land Use Vision for the Miami Valley Region,” MVRPC’s new land use planning initiative. This assessment examines the Region’s housing issues from a wide-ranging perspective, attempting to provide a comprehensive overview of the current housing conditions in the Region.
Open Space Assessment
MVRPC conducted the Miami Valley Open Space Assessment Study to develop a 2005 Open Space GIS database and examine the status of open space in the Region. The study identifies open spaces throughout the Region by facility types and provides regional and county level statistics. Further, the 2005 statistics are compared to the 1993 statistics to assess how the Region has changed over the last 12 years.
