Disaster Recovery PlannerThe Miami Valley Regional Planning Commission (MVRPC) is accepting applications for the Disaster Recovery Planner position. The Disaster Recovery Planner is a mid-level professional planning position responsible for developing a comprehensive, long-term disaster recovery plan and various community development plans for MVRPC area communities federally declared a disaster following the 2019 Memorial Day tornadoes. MVRPC is looking for a well-rounded planner with a combination of a solid educational foundation, relevant disaster recovery or community planning experience, positive attitude, passion for public service, and readiness to contribute to our diverse regional and community planning projects.
MVRPC serves an innovative multi-county region of approximately one million people in the area surrounding Dayton, OH (southwest Ohio). As a Regional Planning Commission (RPC), the agency conducts regional planning activities and provides planning services to local jurisdictions. MVRPC also functions as the Metropolitan Planning Organization (MPO), a designation that provides federal funding for long range transportation planning and investments. MVRPC is the designated leader of the Long-Term Community Disaster Recovery Network for the Miami Valley. MVRPC is uniquely positioned as a leader in the region to coordinate disaster recovery efforts amongst government stakeholders. The Disaster Recovery Planner is a full time (40 hours per week) position currently grant funded through 2024. The selected individual will be instrumental in securing funding for the position and community redevelopment needs beyond 2024.
Under the supervision of the Director of Strategy and Engagement, the Disaster Recovery Planner will develop a comprehensive, long-term disaster recovery and resiliency plan using the National Disaster Recovery Framework (NDRF). The recovery and resiliency plan will use best practices to restore, redevelop and revitalize the health, social, physical, economic, natural and environmental fabric of the Miami Valley community. Duties include natural disaster recovery planning, policy development, community planning, housing recovery, infrastructure management, partnership development, grant management, fundraising, collaboration with support agencies, data analysis, financial reporting, field evaluations, maintaining a network of disaster recovery support systems and collaboration with State and Federal governments.
MVRPC is looking for a candidate who possesses: 1) knowledge of the principles and practices of natural disaster recovery and relevant resiliency planning 2) experience in local government or regional planning; 3) professional and practical experience in conducting land use planning and/or comprehensive planning; 4) effective organizational, communication, and interpersonal skills for working with team members and the general public; 5) critical thinking and analytical skills for logical and strategic problem solving and decision making processes; and 6) strong research, data analysis, data visualization, graphic design, and writing skills. The successful candidate must possess a current valid driver’s license; able and willing to attend evening or weekend meetings.
Minimum qualifications for this Disaster Recovery Planner position include: Bachelor's Degree in public administration, planning, urban studies, geography, or related field with a minimum of two (2) years of relevant professional experience in local government or regional planning, not including internships. Master’s Degree and/or AICP Certification is a plus.
