JARC / New Freedoms

Overview

The Job Access and Reverse Commute (JARC) and the New Freedom Programs were developed to provide funding to improve transportation services for individuals with lower incomes and persons with disabilities. The Federal Transit Administration is the federal agency authorized to administer these funds under the following programs: Section 5316 (JARC) and Section 5317 (New Freedom).

The JARC Program provides formula funding for projects that assist welfare recipients and eligible low-income individuals in accessing jobs and other employment-related activities, as well as reverse commute projects transporting those in urban areas to suburban employment opportunities.

The New Freedom program, a new program, provides formula funding for new public transportation services and service alternatives beyond those required by the American with Disabilities Act (ADA), assisting individuals with disabilities, including transportation to and from employment.

Draft Project lists for FFY 2011 Funds

The Miami Valley Regional Planning Commission (MVRPC) will hold a Public Participation Meeting to present a Draft Program of Projects which includes items being considered for federal funding through the JARC (5316) and New Freedom (Section 5317) program.
