
JARC/ New Freedom
Helping Transportation Disadvantaged Residents of the Miami Valley
Overview
The Job Access and Reverse Commute (JARC) and the New Freedom Programs were developed to provide funding to improve transportation services for individuals with lower incomes and persons with disabilities. The Federal Transit Administration is the federal agency authorized to administer these funds under the following programs: Section 5316 (JARC) and Section 5317 (New Freedom).

The JARC Program (
:88 kb) provides formula funding for projects that assist welfare recipients and eligible low-income individuals in accessing jobs and other employment-related activities, as well as reverse commute projects transporting those in urban areas to suburban employment opportunities.
The New Freedom (
:94 kb) program, a new program, provides formula funding for new public transportation services and service alternatives beyond those required by the American with Disabilities Act (ADA), assisting individuals with disabilities, including transportation to and from employment.
Project Funding for FFY 2007
The Miami Valley Regional Planning Commission (MVRPC) will hold a Public Participation Meeting to present a Draft Program of Projects which includes items being considered for federal funding through the New Freedom (Section 5317) program.

A review of the DRAFT Program of Projects to be funded with Federal Transit Administration Fiscal Year (FFY) 2007 allocations for the Dayton Urbanized Area will be presented.

The JARC and New Freedom programs provide federal funds to transit agencies, governmental authorities, private providers and duly-formed private, not- for-profit organizations to assist in the provision of transportation for low income job seekers (Job Access-Reverse Commute) and people with disabilities (New Freedom) in Greene, Miami, Montgomery and northern Warren Counties. These projects were derived from the Region's Public Transit – Human Services Transportation Coordination Plan and are competitively selected from project applications submitted to MVRPC.
Following the public comment period, staff will evaluate each project according to pre-determined scoring criteria and recommend selected projects to the Board for funding at or before the December 2008 meeting.
MVRPC's policies and procedures for administering FTA's JARC and New Freedom programs in Greene, Miami, Montgomery and northern Warren Counties are described in a Program Management Plan. The plan is available for review and comment.
