Helping Transportation Disadvantaged Residents of the Miami Valley
Overview
The Job Access and Reverse Commute (JARC) and the New Freedom Programs were developed to provide funding to improve transportation services for individuals with lower incomes and persons with disabilities. The Federal Transit Administration is the federal agency authorized to administer these funds under the following programs: Section 5316 (JARC) and Section 5317 (New Freedom).

The JARC Program (
:88 kb) provides formula funding for projects that assist welfare recipients and eligible low-income individuals in accessing jobs and other employment-related activities, as well as reverse commute projects transporting those in urban areas to suburban employment opportunities.
The New Freedom (
:94 kb) program, a new program, provides formula funding for new public transportation services and service alternatives beyond those required by the American with Disabilities Act (ADA), assisting individuals with disabilities, including transportation to and from employment.
JARC & New Freedoms Application Requests FFY 2008 - Second Solicitation
MVRPC held a Public Participation Meeting on Wednesday, March 24, 2010 to present the applications received and considered for federal funding through the Job Access-Reverse Commute (JARC) (Section 5316) and New Freedom (Section 5317) programs.
The meeting was held at the Miami Valley Regional Planning Commission’s Center for Regional Cooperation 1100 West Third Street Dayton, OH from 4:00 pm – 6:00 pm. Eight (8) people attended the public meeting including project sponsors, advocates for people with disabilities, an elected official and private citizens. Written comments on the projects were provided by three (3) participants and are available for review.
The meeting included a review of projects requesting funding from the Federal Transit Administration Fiscal Year (FFY) 2008 JARC and New Freedom allocations for the Dayton Urbanized Area. Staff has carefully reviewed the projects and, of the ten (10) projects submitted for review, one (1) was withdrawn by the project sponsor and seven (7) are being recommended for funding. Two (2) projects are not recommended for funding at this time due to insufficient funds. However, unsuccessful project sponsors are encouraged to resubmit projects for future solicitations. The recommended projects are supported by needs identified in the Region’s Public Transit – Human Services Transportation Coordination Plan. Staff will recommend the selected projects to the Technical Advisory Committee at the April 2010 meeting and to the Board at the May 2010 meeting.
The following Programs of Projects have been submitted for JARC and New Freedom FY2008 funding.
The JARC and New Freedom programs provide federal funds to transit agencies, governmental authorities, private providers and duly-formed private, not- for-profit organizations to assist in the provision of transportation for low income job seekers (Job Access-Reverse Commute) and people with disabilities (New Freedom) in Greene, Miami, Montgomery and northern Warren Counties. Projects Must be derived from the Region's Public Transit – Human Services Transportation Coordination Plan and will be competitively selected from project applications submitted to MVRPC.
