JARC/ New Freedom

Helping Transportation Disadvantaged Residents of the Miami Valley

Overview

The Job Access and Reverse Commute (JARC) and the New Freedom Programs were developed to provide funding to improve transportation services for individuals with lower incomes and persons with disabilities. The Federal Transit Administration is the federal agency authorized to administer these funds under the following programs: Section 5316 (JARC) and Section 5317 (New Freedom).

Mobility needs of disabled persons are varied

The JARC Program (Adobe Acrobat Reader:88 kb) provides formula funding for projects that assist welfare recipients and eligible low-income individuals in accessing jobs and other employment-related activities, as well as reverse commute projects transporting those in urban areas to suburban employment opportunities.

The New Freedom (Adobe Acrobat Reader:94 kb) program, a new program, provides formula funding for new public transportation services and service alternatives beyond those required by the American with Disabilities Act (ADA), assisting individuals with disabilities, including transportation to and from employment.

JARC New Freedoms Application Requests FFY 2008 - Second Solicitation

The Miami Valley Regional Planning Commission (MVRPC) will hold free workshop entitled “How to Complete the Application” for parties interested in applying for JARC and New Freedom funds. This workshop will outline the JARC and New Freedom programs as well as the application process and will provide an opportunity for potential applicants to ask questions. The presentation that will be used at that meeting is available below for those unable to attend. Links below will direct interested parties to reference materials which will be shared at the meeting. Please review the JARC and New Freedom Fact Sheets as well as the Coordinated Plan.

Public Meeting Exhibits will include the following:

The JARC and New Freedom programs provide federal funds to transit agencies, governmental authorities, private providers and duly-formed private, not- for-profit organizations to assist in the provision of transportation for low income job seekers (Job Access-Reverse Commute) and people with disabilities (New Freedom) in Greene, Miami, Montgomery and northern Warren Counties. Projects Must be derived from the Region's Public Transit – Human Services Transportation Coordination Plan and will be competitively selected from project applications submitted to MVRPC.

MVRPC's policies and procedures for administering FTA's New Freedom programs in Greene, Miami, Montgomery and northern Warren Counties are described in a Program Management Plan.  The plan is available for review and comment.
